Military Registration: Which Regions Are Breaking Records for the Number of Fines from TCC?.


In the last three months, from April to June 2025, more than 11 thousand new fines for military registration violations have been issued by Territorial Centers of Recruitment and Social Support (TCC). In total, more than 28 thousand proceedings have been initiated in connection with such violations in 2025. This was reported by 'Glavkom' referring to Opendatabot.
On average, the monthly number of new proceedings was about 4.7 thousand, with April 2025 being the record month - 5,682 fines. However, only every fifth proceeding has been completed this year.
A special 'anti-record' was recorded in Chernihiv Oblast, where the Chernihiv District TCC opened as many as 8 cases against one man: five in April and three more in early June. Statistics show that the vast majority of proceedings concern men: only 46 cases (0.16% of the total number) have been opened against women. Most often, TCC initiate proceedings against men aged 25 to 45 - they account for 82% of all cases.
The leader in the number of fines is Kyiv, where 3,835 proceedings have been initiated since the beginning of the year. It is followed by Dnipropetrovsk (2,984), Sumy (2,464), Odesa (2,438), and Kharkiv (2,151) oblasts. In nine regions of Ukraine, the number of cases exceeded one thousand. The most active in Kyiv turned out to be the Podil TCC, which initiated 1,100 proceedings in the first half of the year.
It should be noted that the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, openly stated about the insufficiency of reserves in Ukraine against the backdrop of Russia's increase in manpower. According to him, the enemy is preparing for a war of attrition, trying to 'crush by numbers'. Changes in the Territorial Centers of Recruitment and Social Support (TCC) are becoming relevant and are being discussed by the new command. The Commander-in-Chief acknowledged that 'shameful cases of violations during the mobilization process do not contribute to the image of the Armed Forces of Ukraine.'
The Ukrainian Territorial Centers of Recruitment and Social Support are actively taking measures regarding violations of military registration, with the most proceedings opened in Kyiv and some oblasts. The Commander-in-Chief of the Armed Forces of Ukraine expressed indignation over the shameful cases of violations and emphasized the need for changes in the work of TCC to improve the situation.
The number of fines for violations of military registration in Ukraine has significantly increased in the last three months. Kyiv and other regions have become leaders in the number of proceedings.
