Zelensky dealt a blow to the Russian 'shadow fleet': who fell under Ukraine's new sanctions.

The President of Ukraine, Volodymyr Zelensky, activated the decision of the National Security and Defense Council regarding the application of personal sanctions against 59 individuals involved in the activities of the Russian 'shadow fleet'.
According to the document, restrictive measures have been imposed on 57 citizens of Russia and two citizens of China. The sanctions include asset freezing, the cessation of trade operations, restrictions on the transit of resources and transportation through Ukraine, as well as preventing the outflow of capital beyond the state's borders.
The sanctions measures also include a ban on the entry of vessels flying the flags of these countries into the territorial waters of Ukraine, a ban on the acquisition of land plots, and other economic restrictions. All sanctions are imposed for an indefinite period, while some measures are for 10 years.
'We are intensifying pressure on war propagandists and those who justify Russia, as well as blocking the activities of the Russian shadow fleet in collaboration with partners,' commented Volodymyr Zelensky on the decision.
The President also announced the preparation of an additional NSDC decision regarding Russian officials, the decree of which is to be signed soon.
On the same day, another NSDC decision entered into force - decree No. 230/2025, which provides for the application of sanctions against both individuals and legal entities.
The responsibility for overseeing the implementation of the sanctions has been entrusted to NSDC Secretary Oleksiy Lytvynenko. The Ministry of Foreign Affairs of Ukraine has been instructed to inform EU, US, and other countries' representatives about the imposed restrictions and to raise the issue of introducing similar sanctions on their part.
