Povoroznik continues to secretly perform his duties, - deputy.

The First Deputy Head of the Kyiv City Military Administration Mykola Povoroznik is still in office, although Kyiv Mayor Vitali Klitschko announced his suspension. This was confirmed by People's Deputy Andrii Vitrenko from the 'Servant of the People' party during the 'Kyiv Time' broadcast on Wednesday, July 9.
'To my knowledge, Mykola Yuriyovych continues to perform his direct functional duties — albeit unofficially, discreetly, but in fact, he is still in charge of the departments that he oversaw earlier,' the deputy said.
Vitrenko pointed out that 74 deputies of the Kyiv City Council adopted a decision of no confidence in Povoroznik. Now the mayor must send documents to the Cabinet of Ministers for the official dismissal of the official. However, according to the deputy, this may only be a formality, an attempt to pretend that the suspension occurred, but in fact, it did not happen.
'This is what we call sublimation of the decision's execution. That is, almost quasi-execution. Like: 'I did it, you see, I suspended him.' But this is not in the decision. This is a constant manipulative game of Vitali Volodymyrovych. This is a person (Klitschko — Ed.) hiding a person (Povoroznik — Ed.) from lawful actions and from the execution of the decision of the Kyiv City Council,' the deputy added.
Vitrenko also emphasized that only an investigating judge can suspend an official from duties, and not the city mayor or the head of the administration. He also commented on the order to create a commission for an official investigation.
In Kyiv, a conflict continues regarding Povoroznik's suspension from office by the decision of the local council, although in fact he continues to perform his duties. The deputy believes that this is merely an attempt to play a formal procedure, but a real suspension has not occurred. Only an investigating judge can suspend the official, and not the local administration's leadership.
